Job Purpose:

The main purpose of the Senior Officer, HSE position is to coordinate the implementation of AMHEC safety programs, to prevent and or correct unsafe environmental working conditions, while providing support to the management team, supervisors, coordinators, and employees in executing their job tasks safely. 

Job Responsibilities

Duties & Responsibilities:

• Create HSE alerts and awareness training. 
• Ensure training in P.P.E awareness is conducted. 
• Report any unsafe acts, conditions and near misses.
• Support in maintaining, updating, and improving the IMS.
• Develop and implement training plans for AMHEC employees.
• Support with HSE internal audits as per the internal audit matrix.
• Prepare and conduct Toolbox Talks on different safety topics as needed.
• Train and instruct AMHEC’s employees so they can perform their work safely.
• On a routine basis inspect the worksite to identify any potential hazards and risks.
• Attend client HSE meetings and participate in monthly HSE client review meetings. 
• Prepare site visit reports and communicate with all concerned departments as well as with clients if required.
• Raise any Stop Work Authority if there are unsafe acts and conditions within the workplace and report to Supervisor, HSE.
• Take immediate steps to correct unsafe workplace conditions or hazards within their authority and ability to do so.
• Ensure that immediate action is taken when any unsafe act(s) or condition(s) within the workplace are identified and reported to Supervisor, HSE.
• Perform regular site visits as per planned schedule, inspect equipment and interact with AMHEC staff and Rig Manager/ Site Coordinator.
• Familiarize self and AMHEC’s employees with PPE requirements needed for each task and how this PPE must be properly worn, stored, and maintained.
• Ensure that all assigned investigations are investigated on time, root causes identified, and corrective actions assigned to the relevant responsible manager.
• Support AMHEC’s Supervisor, HSE and team with planning, coordinating, and implementing of effective HSE policies, guidelines, and procedures to ensure that the department objectives and targets are met.
• Performs miscellaneous tasks as assigned by his/her direct manager.

HSE Responsibility:

• Identifies any Health, Safety or Environmental risks and recommends and implements measures and solutions to mitigate these risks.
• Complies with established health and safety guidelines and procedures and ensures the health, safety and welfare of self and others.
• Identifies and reports to management any Health, Safety or Environmental risks and makes suggestions to address these risks and cooperate with his/her supervisor/manager instructions.

QHSE Authority:

• Contribute to the QMS: to contribute to the effectiveness of AMHEC’s integrated quality management system by implementing processes in accordance with their roles and responsibilities.
• Participate in Training and Apply Competencies: to participate in training programs to develop and maintain the necessary competence for their roles, and to apply their competence.
• Report Changes and Non-conformities: to report and changes in their work environment or processes that could affect the conformity of AMHEC’s products/services, and suggest corrective actions to prevent reoccurrence.

Qualifications:

• Relevant certificate in HSE (NEBOSH) preferred or NVQ level 5 (Preferred)
• Health and safety certification required (NEBOSH General) Preferred or NVQ/NQF level 5.
• Minimum of 3 years of experience in oil & gas and/or heavy equipment industry.
• Incident investigation and root cause analysis.
• Excellent written and verbal communication skills.
• Excellent organizational skills and attention to detail.
• Strong supervisory and leadership skills.
• Proficient with Microsoft Office Suite or related software.
• ISO Implementation standards (14001,and 45001).
• Hazard identification and risk assessment training.
• Able to work independently.
