Description

The main purpose of the Manager, QHSE position is to facilitate compliance with occupational health and QHSE guidelines. The main goal is to always ensure a safe working environment and prevent any injuries and accidents. Lead, maintain, and improve AMHEC’s IMS and ISO certification. 

Job Responsibilities

  • Introduce and develop AMHEC's IMS and manage ISO certifications, re-certifications internal and external audits. Manage relationships with external bodies, and auditors accordingly.
  • Control and manage QHSE day-to-day operations including auditing, meetings, training and updating documents and records for all aspects of the systems
  • Liaise with management and staff to ensure continued QHSE integration into core operations
  • Monitor and ensure that all Quality, Health & Safety and Environmental legislation is complied with and ensure a safe working environment for all AMHEC team members.
  • Prepare the information needed for the Management Review Meeting such as (i.e. KPIs, incident reports, previous circulars ..etc.) and advises on the next steps 
  • Review the minutes of the QHSE Committee Meeting and Shipboard HSE Meeting and advises on the next steps 
  • Monitor the Stop - Observations  and Suggestion Box Programs and makes sure that suggestions are approved, and corrective actions are well communicated 
  • Monitor the QHSE performance and submits monthly performance reports to AMHEC Management
  • Collaborate with management to develop, prepare, and implement AMHEC QHSE policies and procedures.
  • Ensure compliance with governmental QHSE laws, regulations, codes, and rules.
  • Ensure completion of required OSHA recordkeeping and reporting.
  • Provide technical and administrative support to the QHSE committee.
  • Stop operations and activities that could harm employees or equipment.
  • Identify opportunities to minimize workplace injuries, accidents, and health problems
  • Approve on QHSE training and recommends revisions, improvements, and updates.
  • Conduct QHSE inspections and audits to assess employee compliance with QHSE regulations.
  • Review accident and incident reports.
  • Plans, implements, manages and maintains comprehensive health & QHSE programs on-premises or at project site locations.
  • Guarantee that all work is performed in accordance with approved manuals, internal policies and procedures, contract documents, and good QHSE practices.
  • Enforce QHSE meetings, audits, and inspections to ensure compliance, evaluate performance, identify corrective action, and implement follow-up assessments.
  • Advise and lead employees on various safety-related topics.
  • Create awareness of the benefits of Personal Protective Equipment (PPE) and ensure that employees receive adequate PPE. 
  • Make all employees aware of the correct reporting procedure and ensure that they know how to properly report accidents.
  • Investigate accidents or incidents to find the root causes and apply preventive actions to prevent a recurrence.
  • Conduct Risk Assessment in areas of the potential risk to eliminate or reduce the risk.
  • Monitor compliance with QHSE procedures.
  • Draft inspection reports to document inspection findings.
  • Ensure that material QHSE data sheets are maintained and readily accessible when needed.
  • Maintain records of discharge of or employee exposure to hazardous waste and/or pollutants, as required.
  • Leads, directs, evaluates and develops the QHSE team to ensure that the objectives are reached.
  • Is responsible for the development, performance appraisal, and succession planning of all direct and indirect reports.
  • Promote highly effective management and leadership style in line with the AMHEC’s values and that supports the achievement of its strategy and objectives.
  • Identify potential successor for his/her position; oversees and implements developmental plans for identified successors.
  • Identify and monitors key QHSE KPIs, and devises plans and initiatives for improvement.
  • Perform miscellaneous tasks as assigned by his/her direct manager.

 

Qualifications

  • Bachelor’s degree in Environmental Safety, Occupational Safety, and Health, or related field. A Master’s degree is a plus.
  • Minimum of 10 years of related experience.
  • NEBOSH Qualified with additional professional qualifications in HSE, Fire & QHSE Management Systems & Risk Assessment.
  • Thorough knowledge of QHSE laws and guidelines 
  • Excellent organizational, motivational & leadership skills
  • Extensive knowledge of environmental regulations and policies.
  • Excellent analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Excellent organizational skills and attention to detail.
  • Proficient in technology and equipment used in environmental inspections.
  • Proficient in Microsoft Office Suite or similar software.

 

Working conditions
Nature or work may require working beyond standard working hours including site visits in remote areas.

 

Physical/ Travel requirements

  • Travel (up to 20%) within the Kingdom of Saudi Arabia to AMHEC’s sites, yards and branches.
  • Prolonged periods sitting at a desk and working on a computer.
